• Funding: a batch is fundable only if the paying account’s balance, less its minimum operating buffer, covers it. Otherwise it needs a transfer/sweep from a surplus account.
• Minimum buffer: each account holds a floor for operating outflows; a payment can’t draw the account below it.
• Four-eyes release: the person who created/edited a batch cannot also release it — segregation of duties on the bank file.
• Sanctions screening: a beneficiary flagged by screening is held pending compliance clearance, regardless of funds.
• Stale balance: if a bank balance hasn’t refreshed today, funding decisions on it are provisional.
• Idle cash: balances far above buffer are flagged as a sweep / short-term placement opportunity.
